It was as the glorious rays of the sun pierced through the surrounding forest, that the Dropbears engines whined, and Councillor Grath Davidson knew he was here, but hurried to start the meeting without him...
Councillor Grath Davidson: Dear friends, I believe it is perfect that our colonies have all decided to bow our heads and come together to form this summit for the good of the Martians and for the good of our colonies. We shall, together, protect this land and all those on it. Whilst arriving at this summit is not seen as accepting an alliance or delcatration of friendship, I believe many things good could come of this. Glory to Nudonia, Autumnia, Jaslandia and Vladovaskia!
The Councillor paused for a moment, waiting for a reaction. After a few seconds, he continued with,
"And now all of those formalities are out of the way, let's get down to business! If there is one reason I came to Mars, it was to avoid the stupid "skip-around-the-issue" politics and diplomats. We are colonies, we get shit DONE! A few issues we may have to address are:"
1. The supply or refinement of Uranium. We have discovered a large supply of it to the North-East, or the Northern tip of the Eastern Island. In interest of protecting lives in the event of nuclear weapons being produced, and in the interest of protecting the health of the colonists and the safety of the Martians, the toxic waste and fumes that would be created in it's use of a power-plant, I suggest we place a sanction upon this material. We forbid anyone from using it and just to be sure, create a Joint-Task-Force of men from all four colonies and send them in. They will be tasked with setting up and guarding this material until we can be sure that there is only need for a few guards.
2. The borders that may soon clash. If we may, it would be best to draw up border predictions, and act as so. This means we have time to discuss our borders before they meet... violently.
3. The Naval restrictions. We must decide if we want to place any restrictions upon the Naval movements of colonies or the anchoring of their ships. I personally would not like to, but I could understand if others do.
"Of course, if anyone has anything else to bring up, then we will discuss it. Anything we vote on will become law, through our combined arms. Glory to us, and glory to all!"
Hemet Nesingwary watched from the side of the tent before stalking forward to grab some food. "Hey now, ye' all friends e' here! Why didn't me ye' were 'olding a party?"
-----------------------------------------------
Falling Sky: This is Falling Sky, we are in position and ready to fire. Captain Leesan: This is Captain Leesan, in command of the plateau blockade, are you sighted upon the enemy? Falling Sky: We can see them from our ship. They are as hostile as it comes, brutish warriors. Unlike our Martians, you know, they are more like loyal barbaria- Captain Leesan: Stop it, you are just digging yourself deeper. Is Rising Sun able to provide air support? Falling Sky: Rising Sun, this is Falling Sky, are you ready and able to provide air support for Operation Clearing Land? Rising Sun: Falling Sky, this is Rising Sun, able and ready, the Dropbears have already left and the Lightnings are taking off now. Falling Sky: Roger that Admiral, let's make it rain. Captain, are you still there? Captain Leesan: Where the hell else would I be? If you are all set, fire. Falling Sky: Roger that, firing.
The Destroyer's guns adjusted slightly as the gunners in them were finally told to "FIRE!". They began to quickly fire the cannons and load them again, repeating. A blast from the ship and seconds later, a blast of shore, accompanied by a fireball blossoming through the trees. Firing, again, and again. Trees fell and the village burned as round after round slammed into it's buildings and tore them apart. The Martians that didn't fire back ran, and those who did were soon hit by the H-E rounds.
Above, a screech as a Lightning zipped overhead, loosing 2 missiles into the forest. It span around for another past as the fireball was still rising and it's GAU-8 let out a noise like a ghast as thousands of heavy bullets began to slam into the forest where the Martians were running. It completed it's run and flew back to the Rising Sun...
Just as the Dropbears moved in. With gunners leaning out of their sides, chewing away at the land with mini-guns, the frontal GAU-8 adjusted and let rip. The three Dropbears from the Rising Sun all shouted at the same time in a display of hilarious overkill. 3 GAU-8s sung together as they adjusted and cut down anything in the village and in the forest.
Any Martians surviving that and fleeing would be shot as they neared the blockade. If they never came out? Well... Guess who's sending in thousands of men supporting the Martian Martyrs?

Gerogea central commandA soldier runs into the command tent carrying a report from the coastal recon team. He hands the note to Corsov, salutes and exits the tent. Corsov reads the report and immediately orders a meeting of the military generals and advisors in the tent. Corsov: THIS! THIS IS AN OUTRAGE! Corsov slams the map of the region with the newly drawn Vladovaskian (OOC: is that right?) claims Corsov: This imperialist colony has expanded right into our proposed salt fields. This is outrageous Military advisor: Sir, they have deployed military forces and a battleship to the region Corsov: This is bloody ridiculous. We're going to have to break our non-contact policy in order to get this moron out of there. General: We could retaliate by mobilising some of our military to the area. Hopefully then they'll get the message. Corsov sits it's down and begins drawing the new plans on the map. Naval units are begin dispatched to the area in Yellow. Infantry, SAM sites and fishing boats are being deployed to the area circled (OOC: I can't colour it red since I'm on my iPad, could someone add that to my claims)

The diplomats walked slowly through the forest, guarded by a platoon of Void Knights. Governor Jel'greg Nrog-cak was in the centre. As they approached the Martians village, the void knights dropped back, and one of the Martian warriors came out to stop them. The Governor stepped forward and greeted him, stating their business. The sight of a fellow Martian calmed the warrior, and he waved them through. They arrived outside some form of pre-fabricated building. The sergeant waved for the Void Knights to surround the building from a distance, incase anything should go wrong. The two best shots were chosen as escorts, and so they, Governor Jel'greg Nrog-cak, and his 2 diplomatic envoy entered the summit.
Everybody stared as they entered. Jel'greg, an interesting sight, being a Martian in a tuxedo, stepped forward. "You did not think that the glorious Empire of United Martians would not grace you with our presence, did you?" He started. "We are terribly sorry for not making radio contact, but we couldn't be sure about the whole ordeal. We had to see it first. We even bought you some Green Kangaroo meat, quite the delicacy in Siochana."
Meanwhile, the colony's territory expanded west, along the lake, slowly but surely. The plans for a new city to the south were created, to be made a reality very shortly.
Okay, Vladovskia, that south-most peninsular is way to OP. To many resources for one claim. The rest should be fine. Rimmy, you find no resources on the island, but there are fish in the cove. Congrats. Aaaaaaaaaaaaaaaaaaaaaaand what else? I think that's most of it covered.

OOC: Well, first of all, before you just walk into the summit, my guards would have stopped you. No-one else brought anyone except for a guard or two in, my soldiers are not letting a whole bunch to just SURROUND the leaders. There's a difference between paranoia and retardation.
----------------------------------------------------------------------------------
Councillor Grath Davidson turned to see the new diplomats entering, and sighed a bit.
"If we to hold a summit, it is expected that the participants be there on time. I suppose you can sit in and lend advice, but I would be adverse to you voting. After all, if you can't get here on time or even respond telling me so, I dread to think how your average summit goes. I'm sure you get a lot done. Maybe the next summit we hold, you may vote."
"Regardless," Davidson begins, turning back to the other diplomats, "we need to begin voting or discussing these topics. It would do well to get this over with so that we may take action, for example, forming the Joint-Task-Force. It is obvious there are other colonies out there as this Martian has just demonstrated. However, I do believe, combined, we have the force of arms to enforce the laws we see fit. If any heard the message but ignored it, the consequences fall upon their own heads."
"I will vote for sanctioning Uranium, as I can see no fit purpose for the use of it that would not have greatly adverse effects on this world. I also have this map, detailing my planned border growth. I have already expanded a bit towards the lake, and combined borders with my dear friends at Autumnia. I have also laid claim to the island both in the middle of the continents and to the far north-west. If you were to look at the island in the straight, you would see my men and their ships. I promised to hold this summit, and part of that was to keep you safe, however I feel a Council outpost on said island will help me monitor both continents and appraise the situations. Of course, I would be willing to hold any soldiers or civilians you would want on their, as I am always looking to the interests of the other council members. Speaking of which, I have decided, that, if you would be willing, this summit would be held often, and we would form the Council of Nations. Together, we would also form the JTFoN, or the Joint-Task-Force-of-Nations. These elite would keep the peace, uphold our laws and act as the deciding power. In the event of a breaking of Nations or disagreement, these soldiers in the JTFoN would be given free passage back to their capital. Do you three agree with me?"
The black lines indicate planned expansion, whilst the green parts are already colonize.

Peresident of Russian Federation: this is an out rage! Vlad is not to take the south region to our west as this area is also our plan of expansion and we will not stand for such imperialism near our borders. > we need the coal and fish to help our people. Diplomat to all colonys: if anyone will trade food or iron with us we will pay with gold

The soldiers waited as another Thunder splashed down, and three dropbears grounded themselves on the island. This time, civilians got out, and one of the Dropbears held nothing but pre-fab parts. A few of the civilians eye's glinted as they saw the hemanite on the ground. The soldiers were still keeping watch on the summit, wary of Vlad's battleship, and recently reported hearing sounds from the south, but nothing was in sight. This island was to be called Sightstone, and set up as a mining base that had constant air transports lifting the ore back to Outsmouth. It would have several outposts reaching tall above the trees, watching over the straight, with a small detachment of 100 soldiers and a few vehicles to guard it. The civilians wouldn't live here, unless they were staying overnight or for a while to work. ---------------------------------------------------- The civilians on the trawler had caught word that the delicious barramundi had been caught in the cove, and they were no longer needed to head so far out to fish. They would still trawl in the cove, but for now, being the only big civilian ship meant they were being loaded with pre-fabs and civilians, and were soon told to push off, headed for the island to the north-west know as Carnedal. They were to set up a small factory on the island to produce fishing boats, and anyone stay on the island would work as a fisher, so that when the transports arrived, they would be loaded with lots and lots of delicious fish. Nudonia would eat well. ---------------------------------------------------- The colonists following in the wake of the scouts were waiting for a while, but finally got the ok to set up. The lumbering 4-WD's released their trailers and drove back to Outsmouth for more. The remaining Colonists began to set up a town by the name of Lildath. It was to house many colonists and create vast swathes of farm land, but also to watch for anyone trying to encircle Nudonia's cove. ---------------------------------------------------- Hemet Nesingwary got drunk. That happened too.

A Worrying ReplyOutside The Summit Tent At The Vladovastok Camp
*Jon over the radio to Sergeant Wozniak*Jon: Sir... Some problems have arisen over our claims...Sergeant: Dammit! You were supposed to work this out, Jon!Jon: It's OK, sir. I have a plan. It might not have been our original plan, but it'll work out for us.Sergeant: You better know what the hell you're doing, boy. The Military Council back home appointed this colony to me, and I refuse to let it fail.*Jon and Sergeant Wozniak discuss the plan over the radio*On The Southwestern Most Vladovastok Claim, Surrounded By Unfallious Naval Blockade*The Sub-Colony Leader boards a Falcon, a 4 rotor helicopter capable of flying in amazing maneuvers. He flies over to the head naval ship, yelling out over the radio*
Sub-Colony Leader Robert: Gerogea leader! Greetings! I am the representative from Vladovaskia. We understand your concerns, and wish to make an arrangement. We understand you have few resources to your name, whereas we have plenty. We have nothing against your people, nor were we planning to attack. We merely prefer safety over uncertainty. We are willing to sacrifice this land to you, but we would like to have a real meeting. Hopefully this will lead to prosperity between both our colonies. On The South-Central Peninsula Vladovastok Claim, Next To Russian Federations Land *Another Sub-Colony Leader boards a Falcon, heading into the Russian Federations capital of Moscow II. Upon landing he rushes to speak to the head.*
Sub-Colony Leader Hannibal: Greetings, sir. We apologize for the sudden visit, but we didn't want to waste time. Our intelligence services noticed a recent uprising against our land claims by your people. We understand your reasoning, and we are sorry for the occupation of your coveted lands. We are willing to make a deal with you, though. We would like to request a meeting between our two heads. This meeting will hopefully benefit both of our nations in the long run. Please send us a radio message if you are in agreement.
*And with a quick step Hannibal exits the room, boards the Falcon, and leaves.A message to HogwartsDear Respectful Leader of The Hogwarts Colony, Vladovaskia would like to have a meeting with you whenever possible. We hope this meeting will benefit both of our nations. Please send a response message if you are in agreement with this proposal. Over and Out, Sergeant Wilshank Wozniak Back In The Summit Tent*Jon returns from Summit break and takes his seat with the fellow representatives.*
Jon: As far as this Uranium issue ranges, Vladovaskia is in agreement. We would hate to see this pure landscape destroyed by pollution and or radiation. Vladovaskia also would be willing to join this Joint-Task Force. We can provide a few thousand soldiers, if needed, to defend this resource from irresponsible hands. I also suggest that we mine this resource, as carefully as we can without harming the environment greatly, and ship it back to our Earth nations in equal portions. This way we can safely have the resource removed from this planet completely and no longer have to worry about it. As far as a border issue goes, I say all colonies going to continue participation in this Council should put forth a border expansion plan, and we should all work out a peaceful solution to our borders. Vladovaskia does not feel the need for strong naval restrictions, though. We would like to establish fishing resources as claims to one sovereign nation. Also, we would like to mark bays and gulfs as "yellow" regions. Meaning, access must be requested before ships may enter that nation's sea claims. Finally, Vladovaskia would like to see a ruling council, a "World Assembly" of sorts, established to help preserve humane treatment of all on this planet and environmental security.
Update of Vladovastok Map:

OOC: I know UM said the South-Central peninsula was too OP, so I've got a plan on getting rid of some land, but I do intend on keeping that one gas deposit. Also I think once we finish the Summit Border Plans UM should update the political map, so we all get a fresh and updated map

This is Unfallious colonial command. We would like to hasten the handover of the claimed land and shall be in attendance of this meeting, we would like to stress that no other nations should be in attendance and we would appreciate it if you would keep details of this meeting a secret from the other colonies.
We can attend at once, all we require is a location.

Message To Unfallious
To: Unfallious Colonial Command
This is Sergeant Wilshank Wozniak. We will meet at Fort Indigo. I shall send a Falcon to come pick you up. You may bring 4 men with you, and a helicopter if you wish. You may meet us alone, but our intentions are to build an Eastern Union. You don't have to interact with the other Union members, but you will be allied with them. We believe this will benefit all of us greatly.

Governor Truman listens patiently to the Nudonian representative's speech. Truman then stands up to voice his opinion. "I would like to voice agreement with most of the points brought up by Councilor Davidson. The only disagreement I have is on naval restrictions. While I admittedly may be biased due to my nation's slight naval emphasis, I believe restrictions on navy size, or military size in general, simply shouldn't be among the Council's powers. Regardless, I still support the aims of this Council and wish to assist it in any way I can."

Transport will not be needed, we have our own plans.
General: But don't you think they'll get suspicious as to how we know the exact location of their fort?
Corsov: Probably, but we have bigger issues to worry about. I'm quite interested in what they propose under this union, but this is not my decision to make. Send the communication link to the fort.
The General salutes and leaves the tent
2 hours later
A single soldier in full military uniform appears outside the fort
Soldier: I represent the The United Socialist States of Unfallious central command. I am under orders to be taken to the meeting room immediately.
The soldier refuses to say anymore and simply repeats these lines

Soldier: Shouldn't we scan him for... you know?Soldier 2: I don't care what leadership says. He's weird; we're scanning him.*the two soldiers walk the Unfallious representative through an advanced metal detector and search him for weapons*Soldier 2: All clear. Send him on in.Inside The Meeting RoomSergeant Wozniak: Hello, my isolationist friend. I'm sure you're very well versed on what's going on in the world for the most part, as you've found our base without help and with ease, which has had no interaction with the outside world yet. No worries, it's not a big secret anyways. What we brought you here, err what you brought yourself here, for was so we could discuss this alliance of sorts. I'm sure you got the invitation to the Summit that's currently being held. Well, whether or not you want to interact with them or not they're going to affect you. Now, the best thing we can do in a time like this is disregard our differences and work together. I don't understand what you have up your sleeve, but believe me, Vladovaskia has four more up hers. This alliance we propose would be between you (Unfallious), Russian Federations, Hogwarts, and myself. The 4 of us make up the Eastern continent, and we should make it the dominant continent. My proposition is to distribute the land of this continent between our 4 nations. This will ensure all of the land goes to the best use possible. The next thing is to establish a central resource distribution. This will take all the resources our 4 nations control, and redistribute them as needed to all members. This way we never are low on resources and we are never in need nor want. My final proposition is a tight alliance. We bond together and we do not break. This means you have your comrade's back. For example, say one of those Western colonies invades one of our own; the 4 of us defend our brother and take the appropriate action from there. As you can see, this could make us a superpower on this planet. Your alliance to the Eastern Union would be greater than all other alliances. If you so wish you may join this "Summit Council," as my home country has, but if there ever be a conflict between the two alliances you choose the Eastern Union over the other. We do not have to have to same rules as this Summit Council, nor do we have to behave like them. If you wish to abide by their rules you may, but you don't have to. And if you are apart of the Eastern Union we will support your decision. So what do you say to this, sir?

The soldier smiles and simply says
"I am but the link"
The soldier brings out his satchel and takes out the monitor screen which , for some unusual reason, had passed through the scans. He places the monitor on a stand and switches it on.
The monitor shows the shadow-covered figure of a man sitting in a chair
Supreme Commander: Ah, I'm sure you've just explained your entire plan to my communication link. Well that's not the first time that's happened, which is why we've installed a microphone in his uniform. So, hello, I am the supreme commander of the Unfallious state. I'm currently on the homeworld, my colonist advisor tells me that you're sitting on a piece of land of strategic interest. Now I'm not sure what you have up your sleeve, I honestly don't care, all I know is that you're in the way of something my colony wants. If my colony wants something, then I want it. So please, be a good chap and pull Vladovastock out of that land, will you?
On to the second point. This proposal of an alliance, a union. It doesn't seem that interesting to me right now. What's in it for me? A shared resource pool? What's next? Do you want my research plans? How about I come over there I give you my chair, do you want to share my chair? No, this doesn't look appealing at all. Of course it would make us the dominant force, but it's not really that hard. I mean look what we're up against, some Australians, and a glorified Martian tribe.
I think you can consider us out if the union for now. We'd appreciate the land back and commend you for not going all aggressive. Tell the Nudonians that we exist and that if we keep receiving their global signals I'm going to come over there and ram that transmitter into a dark and unforgiving place.
Anything else you want to talk about, Sergeant?

Archidon: Yes sir, the wheat farms have been implemented, and we have found iron to spare in the mountain. We have found more resources but have been informed that we will need more time to utilize them.
Catropis: Well, I'd at the very least call that a success, wouldn't you?
Archidon: Yes, milord. But there is one more thing.
Catropis: Oh?
